Groundbreaking Proposals Revealed for the North East Development Framework 2024

On December 4, 2024, The Ministry of Development of North Eastern Region (MDoNER) recently shared important ideas at a Consultative Committee meeting in New Delhi, Shri S. Supongmeren Jamir, Hon'ble MP (Lok Sabha), presented several key proposals focusing on helping the North East grow and solve development challenges. They discussed improving infrastructure, better connectivity, and supporting sustainable economic growth in the region. The MDoNER highlighted the need for smart investments and partnerships to help the area overcome its challenges and reach its full potential. The meeting showed the government's dedication to unlocking the full potential of the North Eastern states.

1. Enhancing NEC Budget: There was a call for increased funding for the North Eastern Council (NEC) to support infrastructure projects crucial for economic development.

2. Advance Fund Release for DoNER Projects: To address the challenges faced by contractors in mobilizing resources, particularly in regions with limited working seasons, it was suggested that 50% of funds be released upfront upon project sanction.

3. Coordination and Monitoring of 10% GBS: The meeting highlighted the need for a more effective system to monitor the 10% Gross Budgetary Support (GBS) allocated by Central Ministries to the North East. A mechanism for equitable allocation among states was also proposed.

4. Foothill Road as National Highway: The declaration of the proposed 320.25 km Foothill Road in Nagaland as a National Highway was emphasized to promote regional connectivity and economic growth.

5. Completion of Dimapur Sports Complex: The meeting sought intervention to ensure the completion of the incomplete Multi-Disciplinary Sports Complex in Dimapur, which is critical for promoting sports and youth engagement.

6. Rotational Hosting of NEC Plenaries: To foster inclusivity and shared ownership, it was suggested that NEC Plenaries be hosted rotationally by each of the North Eastern States.

7. Addressing Nagaland's Financial Constraints: Support was sought for Nagaland to address its limited developmental outlay and expedite approvals for submitted projects.

8. Development of Year-Round Tourism Circuits: Nagaland's tourism sector, heavily reliant on the annual Hornbill Festival, is set to diversify with plans for year-round tourism. Over 154,000 visitors attended the festival in 2023, showcasing the state’s potential. Proposals include:

(i) Eco-Tourism Circuit Development: Exploring destinations like Dzüko Valley, Shilloi Lake, and Mount Saramati to promote off-season tourism.

(ii) Cultural and Historical Tourism Initiatives: Establishing hubs to celebrate Naga art, music, and heritage, with sites like Longwa Village and Khonoma Village at the forefront.

9. Disaster Resilience and Mitigation: Given its vulnerability to natural calamities, Nagaland emphasizes the need for resilient infrastructure. Plans include reinforcing roads and transport networks to ensure safety and accessibility during emergencies.

10. Digital Infrastructure Development: Nagaland is positioning itself as a hub for digital services by advocating for robust digital infrastructure, including high-speed internet and IT parks. With a skilled workforce, the state is well-suited for business process outsourcing (BPO) and IT services, which could create significant employment opportunities and attract private investment.

Conclusion
